IMHO, you as the client have every right to argue with the Jingle supplier if the end result is that far away from what you initially ordered and expected, as you described it.
Reelworld (US) send the Pro Tools sessions around to the singers so that every talent can add his/her portion to the vocal arrangement, add harmonies etc. This is how they work most of the time. I see no reason why they have done it completely different in your case. Saving costs??

This could be the reason but they should have communicated this with you, no matter if 1 cut was ordered or 10.
